Former Federal CFO Tom Coleman Joins FI Consulting

Former Federal Financing Bank CFO to help expand adoption of FI’s Acquisition and Spend Planner (ASP) solution and lead FI’s growing Federal Acquisition and Financial Management practice.

ARLINGTON, November 7, 2019 – FI Consulting announces that former federal executive Tom Coleman has joined the company as its Acquisition and Financial Management Practice Leader. Coleman most recently served as Chief Financial Officer of the Federal Financing Bank (FFB), where he led operations, lending, and policy execution for the FFB’s $77 billion portfolio  of federally guaranteed loans.

Mr. Coleman will have responsibility for leading the strategy and expansion of FI Consulting’s Acquisition and Financial Management Practice. His immediate focus will be to accelerate the adoption of FI’s Acquisition and Spend Planner (ASP) solution, as well as successful delivery of FI’s growing portfolio of procurement and financial management solutions.

Prior to his role as CFO of the FFB, Coleman served as the FFB’s Director of Operations, where he led the agency’s procurement, reporting, legislative, and human resources functions. Among Coleman’s many accomplishments during this time was his development and execution of a plan to grow and reorganize the agency’s workforce. He also was the executive sponsor for a successful modernization of FFB’s core lending and accounting system.

From 2009 to 2013, Coleman worked for the Department of Treasury’s Office of Financial Stability (OFS) where he served as the Deputy Director of the Office of Financial Agents, overseeing policy, engagement, and performance management of financial institutions engaged by Treasury under its Other Transaction Authority—the Financial Agent Authority. Mr. Coleman entered federal service as an Analyst and Contracting Specialist with the Office of the Comptroller of the Currency (OOC).

Coleman received his Juris Doctorate from George Mason’s Antonin Scalia School of Law and holds a bachelor’s degree in International Relations from American University. He resides in Sterling, Virginia with his wife and son.
